Emily Gale Tooher, Owner


There are few Arizonians that have a longer familial trajectory in the state of Arizona than Emily. Her family history goes back an impressive six generations. While Emily’s professional career began in the insurance industry, then delved into marketing and then settled in management, she was called to legal services by a desire that's always been part of her life – to serve her people.

A graduate of Arizona State University’s W.P. Carey School of Business (Bachelor of Science, Business Management and Administration), a Juris Doctor degree from Arizona State University’s Sandra Day O’Connor School of Law, and a L.L.M. from Arizona State University's Sandra Day O'Connor School of Law, with a focus in Employment Law, Emily is a passionate triple Sun Devil degree earner and a passionate advocate for justice. She always imagined she would return to the community that built her. Now, she is able to do just that and serve her home town of Chandler, Arizona.

Emily is driven by the desire to make complex legal decisions manageable, especially during the most difficult times in her Client's lives.  Above all, Emily strives to make tough situations positive, regardless of the complexity.  Emily's true passion is making people happy, encouraging positivity and having a lasting relationship with her Client's and a lasting impact on people's lives. She loves helping families plan for their future and make some of the most important decisions in their life.

Emily runs her law firm with one simple guiding principle.

Jessica Gale, Legal Assistant


Jessica was born in Chicago (Go Cubs!), but she's lived in Arizona for most of her life.  Jessica has been teaching special education children for 9 years.  She graduated with a dual degree in elementary education and special education, with an ELL endorsement, from Northern Arizona University, and she was also a member of the Phi Theta Kappa Honor Society. 


Jessica's love for teaching grew as she was able to help families through extremely tough situations, and she excelled at writing individual education plans for continued success for all her students.  When Emily opened her law firm, Jessica began showing interest in the legal field, realizing there are so many more ways to help families in need.  Jessica's kindness, patience, and understanding brings Tooher Law an invaluable resource for its clients.  


Jessica is eager to learn.  She is currently pursuing her Paralegal Certification, and she expects it to be done in early 2022.  Jessica's purpose in life is to help people, and she can’t wait to help Tooher Law's clients with all their legal needs.

Grace Spray, Legal Assistant

Grace has been part of Tooher Law since inception, and has helped shape and mold our law firm in so many extraordinary ways. While working for Tooher Law, Grace quickly fell in love with the law, and she truly enjoyed the business management side of our law firm.


Grace's passion and heart is in non-profits, and she hopes to eventually find a non-profit that she can call home.


She is a senior at Arizona State University, and she is pursuing a Bachelor in Business Management and coupling that with a minor in Spanish and Economics.  Grace is embarking on an amazing adventure and spending 9 months in Spain abroad before finishing up her Senior year at Arizona State University.  


Grace will always have a place at Tooher Law, and we anticipate this is not the last we will see of her!

Devon Hancock, Paralegal


Devon was born and raised in Enterprise, Alabama (Roll Tide!). She moved to Arizona in 2004 with family and began college at Mesa Community College.  Soon after completing an Associates in Arts, she obtained a Bachelors Degree in Paralegal Studies from Kaplan University. 


Devon is a single mother to an amazing little girl. They take part in volunteer programs for the homeless and less fortunate, and they are both very active in their church. During her spare time, Devon loves to scrapbook, read, and watch true crime documentaries. 

Devon's experience in different law firms brings Tooher Law a unique opportunity to view client issues from other points of view.

Devon is excited to learn more about what Tooher Law does and how she can help our clients.

Broc Tooher, Office Manager


Broc was born in California and moved to Arizona when he was 5 years old.  He graduated from Higley High School, obtained a Bachelor Degree in Business Management from Grand Canyon University, all while working in the Operating Room at various hospitals in the East Valley for almost 15 years. 


Realizing he might not ever get to utilize his bachelor degree in the medical field, Broc decided to take his skills into the business world and delved into law firm management.  As we learned quite quickly, Broc was a natural at running a small business.

From bookkeeping and payroll, to scheduling and administrative duties, to social media and client relations, there's nothing Broc can't do.


Having a patient/medical background allows Broc to approach every client and situation with patience, compassion and empathy. This is a huge asset to Tooher Law, as we deal with some of the most difficult situations in our client's lives.  Tooher Law is lucky to have him on board to spearhead client relations and help our clients achieve everything they hope to.

Edward Stoddard, Legal Assistant


Edward is a recent graduate from the University of Nevada, Reno coming back home where his family started.  During his undergraduate career, he was involved in many community organizations throughout the Reno area.  Edward seeks to keep this trend going here in Arizona starting with Tooher Law. Additionally as an officer in the Arizona Army National Guard, Edward is well on his way to doing his part for the Arizona community.

Edward first found his love for law during his sophomore year of college when a panel of local attorneys and government officers came to his university and spoke on their experiences.  Edward would later on be elected as a university senator by his student body where he would regularly write legislation and speak on behalf of his constituents to state officials.  He then found his inclination for the environmental, business, and other sectors of law.  Edward now spends his days preparing for the LSAT and getting ready for the law school admissions processes. In his off time, Edward works off his stress at East Valley Strength & Conditioning and Jay Pages BJJ & Muay Thai.  He also loves to read and practice his music. He's played piano for 9 years, trumpet for 7 years, and is just starting to learn guitar.  Tooher Law is very exciting to have Eddy on board and help build his passion for the law.
